The question is so vague... Let's start by the simplest (simplistic) answer: load pixels of both, check that all pixels are the same...
Obviously a bad answer: there can be rotations, smears, etc.
You may start with the English Wikipedia article on fingerprint recognition which has a few pointers to algorithms and articles.
