Paragraph bounding box recognition in page bitmap

I am preparing an online tool for commenting on documents. (The documents are municipal and school budget documents converted from PDF to bitmaps.) I would like to associate comments with paragraphs. To do this I need to know the bounding box of each paragraph in the bitmap. In the documents I am using, paragraphs are separated by a blank line. Does anyone have a reference or references to Processing (or other code) that would help me discover the bounding boxes?
