I often want to check the printed output of my program, (mostly for debugging).
For that I need to open the "Text Area", but I can't open it more than 2/3 of the screen.
I am always left with at least 15 lines in the "Text Editor".

That button could be in the "Message Area", or next to the Help in the Menu, or in the Toolbar.

Another possibility would be for the "Text Area" to be vertically beside the "Text Editor", instead or horizontally beside.

Ah, you mean the output pane? I had a hard time understanding this text area stuff, as the editor pane is also a text area.
The idea is interesting, to toggle between maximized, normal and minimized.
On the other hand, you can copy its content and paste in a good text editor.
