Detect a frozen portion of video

Hi all, sorry i'm a n00b to processing so bear with me

I've been playing with the video library and i have an application where I would like to take an area of the video (say a rectangle) and when it stops moving trigger an event (at some point I want to do 4 areas but 1 will do for now).

2 questions spring to mind,

1) how do I only look at 1 area of the video?
2) how do I detect  its frozen?
