how to create livewater?

Hey guys, i'm a newbie trying to create an installation on a large wall for our party.
I saw a cool water effect on setpixel
http://setpixel.com/content/?ID=ilovewater and was interested in doing something similar. So far all i know how to do is capture my video source, but I dont know how to alter the captured image... Any ideas on some code that can help me recreate this water effect?
