Hello all,

I'm looking for a piece of code that would add a "static" effect to an image. Basically the image stays in a constant state of minimal "static." So you can see it, but it's always moving a very little bit.

Like old-school TV when you could sort of see a channel. I can figure out the code, but time is very short so I thought I'd ask first.
