Orthographic view and Z-axis

It seems that the value of the Z-axis on a vertex doesn't matter in orthographic mode when it comes to what overlaps what. I'm just wondering if this is correct?

The only way that I can get one polygon to overlap another is to make sure that the one I want on top is rendered after the first one.

Is there another way?
