Video Detection & Changing Hue

Hey, I am new to this and am wondering how I would create a program that will produce a warmer background hue when it detects someone comes into the video frame.

I found two examples below, but do not know how to combine them to get the desired effect.

I want to create this for an installation I am doing so that when someone enters the installation the light (from the projector) will change from a blue to a red.

Any help would be appreciated.
