Remapping America

This is a little project I've been working on - using population density data to redraw a map of the united states. Roughly speaking, I use population data to populate 50 state capitals, then give each capital all the land closest to it (like voronoi with a different distance calculator).

It runs very slowly (about 20s per map for me). This is the very first iteration - how can I speed it up? My first guess is to stop growing states that are fully penned in - I have that functionality, but I don't have it implemented yet. Anything else?
