Detecting Mouse Wheel

It would be nice if there was a function to detect not just the pressing of the mouse wheel button, but also the rolling of it. The mouse wheel has become an intergral part of the web experience.

the only problem is that sun java 1.4+ (the only version to handle mouse wheel) is not really an "integral part of the web experience" (i don't have any statistics off-hand but an hyper optimistic guess would be: ~15% of installed plugins)
