Creating an irregular 3D Mesh

This feels like a simple problem that has probably been solved often, but I can't quite find the right information to help me solve it.
Basically I have a set of x,y positions (based on long,lat) that are irregularly positioned on a map.
I simply want to join all these x,y positions together in a 3D mesh.
I will later be varying the z elevation based on values linked to that x,y place (like levels of pollution etc).
Is there a library that will help with this?
I have been using Toxiclibs, but it's Terrain function is creating a uniformly spaced grid.
Any advice or existing demos would be most welcome..
