Any tips in creating a dial ?

Hi i want to create a dial whose hand will move according to the value it gets by serial communication.
I would like tips on how to make a dial...not just the ellipse but also the intricate details like how to display the degree on the edge of it.
Also any tips on how to get the dial to work ?
I want something of this sort..
