Exporting a PLY file

HI there i am trying to export read a bitmap or image create a points cloud then export to .ply
My question is is there a lib that handles this mainly the exporting of the .ply file?
( I know i can save it as a txt file but i cant get my head around the structure of the ply file format i have looked here
