I don't really understand them and I don't understand how to implement them.
I need access to file reading from the JAR, and access to writing to the user's files.
How do I give the applet access to these things?

Is there a way to 'package' a file with the applet, like images are in the data folder, so that it can be read and interpreted with Java's 'file' function?
Where do I put the file and what do I need to do?
