If like me you prefer NetBeans over Eclipse to develop your library project, you might be interested in hosting your project on java.net, which is extremely well integrated with NetBeans, and has lots of cool features including bugzilla, a chat room, wiki etc. Initially you will find that your project is not made public (largely as a result of anti-spam measures) however in my experience it does not take to much to get your project made public.
