Synthesize voice in a call

Hello,
Is it possibile to make an application that lets you do the following thing:
At the touch the screen(button), make a phone call to a number eg. 123456, and synthesize speech using sintesi, GPS coordinates and other information such as a name / last name.
I know how to get the GPS coordinates and I know how to make calls, but I do not know how do you synthesize speech in call?
Some ideas?
