resample an image

Hi,

I am looking for a way to resample an image in a custom way. Ie. I would like to subdivide ervery pixel into 4 (2 in x, 2 in y direction) of a certain color offset to the original pixel.

any Ideas how best to do this?

Your question breaks down to "For every pixel in this image, draw four pixels of a slightly different color."
Doing this for every pixel in an image is not difficult = you can do it with a couple of for loops.
The real problem here is what, exactly, do you mean by a "slightly" different color?
One part of the RGB value changes? By how much? Or two? Or all three?

new to this, do you know if there some code or some tool that does something like this?

the color offset could be the same for all 3 rgb values, let's say and incremental offset of '3' for each new pixel....
