Permission to do what?
Why do you need such permission? You don't have it by default?

my question was somewhat vague, i wanted to make sure that the user is an admin, because my app would enable him to come across some private info (accounts passwords). what i'm searching for is like a messagedialogue which uses windows to make sure the user is an admin

The operating system should automatically test for administrator permission if the program is doing anything that requires such permission; if it is denied, the application is denied that functionality.

What account passwords are being accessed?
I think you're taking the wrong approach here; if these are internal accounts, then the user should sign in as an administrator to your application, not to the system as a whole.

my program has a feature that allows the user to monitor the computer's input (global keyboard), which can be used to spy on people who use the computer and steel their passwords. (the program won't be able to access stored accounts)
