It depends on what you want to do exactly, and what kind of HTML you need to parse (any? XHTML only?).
The cleanest way is to use a real HTML parser, or a library like TagSoup which will convert imperfect HTML to good XHTML. The latter can be then parsed with a simple XML parser.
A quick and dirty way is to see the HTML file as a blob of text holding gems, the URLs you want to extract. For this, a simple (?) regular expression can do the job, discarding the context (plain text, comment, 'a' tag, 'form' tag...) to get the wanted strings.
