Fragment Shader and negative values

How Fragment Shader interpret negative values from texture buffer ? .
I have a textue on 16 bit ( -32k to 32k) and 0 value on textue buffer don't correspond on 0.5 when getting "texture2D(texture, gl_TexCoord[0].st).r" ( between 0 and 1 normaly ) from fragment shader .
Please if somewone have an answer don't hesitate
