In setup the frame == null so it will not give you the coordinates of the Window but after setup has executed no problem.

i'm not interested in that frame, i'm interested in the position of the pde.

Sketches have no knowledge of the PDE. They are run as independent Java programs, and have no special link to the stuff that launched it.
You would need to enumerate the windows present in the system and find if one of them has "Processing" in its title, and perhaps of class SunAwtFrame (although I don't know if that's the same concept in non-Windows systems).
Again, it probably need a low-level library to do that.

Should I have to do such task and the others you asked for (system-wide detection of mouse wheel, scroll positions, keyboard hits, detection of windows, etc.), I would write an AutoHotkey script (or using another similar software, I don't know if there is one for Mac) to do such things (it has good support for these features), and I would make it to communicate with Processing one way or another.
