There's no way you can do this with only Processing. The USB fan uses the power from the USB-port. It doesn't send or receive data. It's not possible to switch of the power from the USB port, and therefore it's impossible to do it like this. You can, however, use Processing talking to an Arduino board in order to switch it on and off.
