Remember that when you boost a frequency that has the effect of increasing the overall signal level.  I'm pretty sure at the maximum boost level you're causing the signal to clip.  You might be able to get around this to a certain extent by adding an attenuation stage prior to the EQ which reduces the incoming signal in proportion to the EQs gain.
