Well, the function just doesn't exist in Processing. Not sure why you posted it in this section ("Processing with Other Languages"), but that's a C language function, actually. It takes a char * parameter, not a char one.
I am not sure to understand what you try to do with this function, nor where you want to use it, but the Processing equivalent is int().
