You want a second window to act as a control panel? This has been done numerous times before. There are several libraries that include it, such as ControlP5 and G4P. The other option is that you could create the window yourself, without the need for all of the other features that the libraries add. Searching for the right keyword can provide you with numerous examples of how this can be done.
